Emerging markets are potential and yield tremendous opportunities to grow, once an appropriate economic plan has been applied. This study aims to examine the ability to restructure successfully of a typical emerging market in Asia: Vietnam, given the case of following previous models from other Asian markets. The research is motivated by two questions: (1) What are the effects of lowering interest rates and increasing bank spreads towards the banking restructure?, and (2) What are the roles of an asset management corporation in the banking reform progress?

520 $a To examine these questions, a combination of both qualitative and quantitative research has been applied to get the most accurate results. The quantitative research constructs a model based on the Data Envelopment Analysis to test the efficiency of the banking industry using secondary data from official financial documents and analysis published by the Vietnamese Government, the State Bank of Vietnam, and the Banking Department. The qualitative research consists of in-depth interviews with 40 Vietnamese banking experts (interviewees are kept anonymous). The results show that both components, the adjustments of interest rates and bank spreads, and the support of an asset management corporation, are needed in the reform, although their impacts are not significantly important. On the other hand, the key factors to focus on reveal to be solutions for bad-debts and cross-ownerships, which should be explored in future research.
