Adoption of new technology, such as cloud computing, contains many complications for CIOs and decision makers in higher educational institutions. As a new technology, cloud-computing technology faces many challenges that may affect the adoption process of cloud computing. This study's purpose was to provide CIOs and decision makers with credible data about the key factors influencing the adoption of cloud computing by evaluating their perceptions of the security effectiveness, cost saving, data integrity, reliability, and accountability of cloud computing. This study used a quantitative method with a validated survey instrument to identify the relationship between the both CIOs and decision makers and the key factors that can influence their decisions. The influences of security effectiveness, cost saving, data integrity, reliability, and accountability were tested using the arithmetic means for each survey's questions and sub-questions, which helped to determine the top factor for each section that influences CIOs' and other decision makers selections. The study results indicated that these five factors have significant influences on the CIOs' and decision makers' selections to adopt cloud computing. The results identified seven new key factors: moving stored data in the cloud from one provider to another, service quality, flexibility of traditional systems, adequate safeguards to store data, portability, cloud liability, and transparency of service-level agreements. Also, the results showed a high percentage of cloud-computing adoption among CIOs in higher education by having more than 93% of the total respondents doing so. Another interesting finding was that the cost-saving factor had less of an influence on the CIOs' decisions to adopt cloud computing than did other key factors.
