While Xinhua is still controlled, its coverage reflects an increasingly diverse and porous society. Xinhua overwhelmingly supports the Chinese government and its policies. Its coverage is extremely positive, especially on the transition, the Chinese government and people. Its framing focuses on the "One Country, Two Systems," the reunification of the motherland and the Opium War history that separated Hong Kong from the motherland. While reminiscing of China's past sufferings and humiliations at the hands of foreign powers, Xinhua is joyful that Hong Kong finally returns to the motherland after 156 years of separation. Using words that describe kid-mother relations to refer to the transition, Xinhua successfully frames the event as celebrating an abducted child returning to the embrace of the mother. Xinhua's extensive focus on economic news and social development reflects the shift of China's national priority and ideology. Xinhua emphasizes China's friendly relations with foreign nations, while lashing out hostile forces toward China.

Freedom, capitalism and pluralism dominate AP's coverage on the transition. Taking a sobering and skeptical views on the transition, AP focuses on Hong Kong's political freedom and capitalist life-style, and frames the event as "the takeover." However, AP coverage contains dissenting views in its stories.
