In Taiwan, workers are eager to seek additional learning opportunities to enhance their knowledge and skills in order to survive in their workplaces. This is especially true of employees who work in public organizations. Public employees push themselves to learn, but based on governmental regulations, they face the dilemma of possibly losing salary and stable jobs when they consider returning to an educational institution for continuing education. This makes public employees' continuing learning experiences in Taiwan a unique phenomenon.

This study used a phenomenological research approach with an unstructured one-on-one dialogue, to seek those public employees' experiences of learning while employed. Twenty-five public employees who had similar learning experiences in the National Open University were interviewed to understand their lived experiences of learning while employed. They shared their personal perceptions toward continuing learning and the experiences they had, from the first decision to continue learning through the entire learning process. They also expressed their attitudes about government regulations and perceived unfairness in the workplace as related to continuing education. Hence, participants' experiences of learning while employed were surrounded by various experiences: learning needs in the Taiwanese learning culture, interwoven motivations and complex barriers, positive and negative feelings, women additional barriers to continuing education, self-directed learning, rewards from perseverance, and restrictions from regulations and the workplace.

Five themes emerged from the interviews: (a) public employees perceived the necessity of continuing learning; (b) public employees were motivated to learn, but they also faced barriers to continuing learning; (c) public employees were self-directed in their continued learning; (d) public employees were happy they learned but they also felt nervous and upset during the learning process; and (e) public employees perceived that institutional regulations and climate bound them to learn.
