This study explored the curriculum effectiveness of the Special Academic Program (SAP) designed for Taiwan Elementary School students with math learning difficulties. The four month SAP focused on remedial math skills with a strong emphasis on overcoming problems in understanding math concepts and calculation. The students were enrolled in a regular third grade classroom and studied other academic subjects but participated in SAP after school. The teachers were especially trained in techniques for "hands on learning.".

The results supported the position that teachers who were specially trained to use the special materials were more successful in creating a positive learning environment. The students made significantly greater progress in developing math skills than did students whose teacher used the traditional teaching strategies in the regular classroom.

A strong component of the SAP program was the teacher training model. The teacher spent one month in training that included utilization of special teaching materials and understanding of the teacher guides that emphasized the goals of the math curriculum and special teaching strategies. When she satisfactorily completed the in-service training, she received a SAP certificate.

The student activities were simple but an unusual opportunity for the teacher to have access to the materials or time to provide the experiences for the children. The activities included numerous games, use of the computers, field trips and simple practical projects involving money, measurement, and puzzles. Some concepts were introduced in connection with specific career areas, such as business trade, grocery stores, and farming.

The research model was a pre and post t-test method of comparing test results on the Math Diagnostic Test (MDT). Both the control group and the experimental group took the tests before starting the program and at the end of the second semester. The MDT is a three part test consisting of addition, subtraction, multiplication and division. This data assisted in determining whether or not the experimental group had improved in certain areas after attending the SAP compared to the control group who did not participate in the SAP.
