In the past decade, China's Gini coefficient has surpassed 0.4 (i.e., the international alert level), creating severe wealth disparities between the rich and the poor. Three types of social gaps exist in contemporary China: (a) a wealth gap between urban and rural areas; (b) a regional gap; and (c) an individual gap. These gaps are rooted in defects of both economic and political regimes; therefore, it is of theoretical value and practical significance to learn how to narrow these gaps. This paper describes the current social division in the above-mentioned gaps and analyzes aspects of Chinese-style fiscal decentralization, educational divisions, and the dual structure of the social security system, systemic deficiencies, monopolization, and corruption. This study then provides an examination of the government's political action and stance in order to identify specific policies and to expound problems in housing, employment, and social security. This study also describes the lack of fairness and justice in the social equality system, including judicial equality, distribution equality, and political resources equality, all of which have contributed to widening the social gap between the rich and poor. Finally, by referencing the experiences of foreign countries and the practical situation within China, this paper proposes practicable measures that may help balance the wealth distribution.

Time is a necessary condition for eliminating inequality. Since the new leadership of the nation came into power, reforms of the political system, judicial system, and social security system have been put on the agenda. The central authority has paid attention to social inequality, but the reform process is slow, and more motivation from non-political fields is needed. Depending on government's political action and stance, the perfection of a free market economy may cause either aggravation or alleviation of inequitable wealth distribution.
