The researcher conducts an examination of community/individual (CI) adaptive capacity intervention constructs within a bounded case research design. This study addresses local-level Homeland Security emergency management (HLS/EM) concerns about adaptive capacity resilience behavior and its effect on community sustainability. An organizational development (OD) perspective is advanced utilizing multi-discipline approaches, embedded into a strategic developmental framework. The facets under review are the behavioral theory foundation, local-level HLS/EM facilitation, the ability to identify intended community/individual (CI) adaptive capacity behavior, integral leader characteristics, organizational learning (OL), and resultant outcomes. An Adaptive Capacity Assessment Framework addresses behavioral development at the collective level with an appreciation of individual norms and values and perceptions about place in the active system as well as system legitimacy.
