This dissertation examines a city-county youth commission as a site for democratic innovation, community change, and youth development. While the National League of Cities (2009) describes youth commissions as an "established trend", limited research is available regarding the purpose, practice, and impact of youth-adult partnership (Y-AP) in US government settings. Building upon prior research in community-based organizations (Zeldin & Petrokubi, 2008), this dissertation is one of the first investigations of how Y-AP influences public issues, institutions, and processes.

Established in 1996, each year the Multnomah Youth Commission (MYC) engages up to 42 youth commissioners age 13-21 living in the metro area of Portland, Oregon. At the time of the study, over 50% of MYC youth identified as people of color. This year-long interpretative case study involves data and methodological triangulation (Yin, 2003) including: 36 interviews, 28 observations, and 9 focus groups. Study participants include diverse youth (n=36) and adults (n=29). Rooted in ecological systems theory (Bronfenbrenner, 1979, 1998) this study conceptualizes youth as agents of their own development as well as the development of others. Empowerment frameworks (Zimmerman, 2000) also inform this analysis of individual and collective-level processes using grounded theory (Charmez, 2006; Strauss & Corbin, 1998) techniques.

This dissertation presents findings with implications for research, policy, and practice regarding: 1) local government as a context for Y-AP, 2) collective-level outcomes and practices, and 3) youth civic development outcomes and practices. The study offers practitioners a framework illustrated with real-world stories to guide planning and reflection. The study also raises questions relevant to broader discussions around issues of representation, equity, and effectiveness in local policy making. Finally, the study provides insight into the potential for youth commissions to mitigate the "civic empowerment gap" (Levinson, 2012) and promote the sociopolitical development and engagement of diverse youth.
