Chapter 1 studies preferences over menus of acts and provide axiomatic foundations for a model of rational inattention ( Sims 2003). The axioms are motivated by the idea that the decision maker faces an abundance of information, which requires attention to select and process. In the representation, the decision maker evaluates menus by solving an information acquisition problem, where the information costs are measured by a function monotone in the order of Blackwell (1951, 1953). It shows that all parameters of the model -- the utility function on consequences, prior beliefs, and the information cost function -- can be uniquely identified from preferences satisfying the axioms. The connection with the Blackwell order also allows us to characterize behavioral measures of comparative inattention.

Chapter 2 characterizes the preferences over sets of acts that result from the Rational Inattention Model of Sims (2003). Specifically, the cost equals the reduction in the entropy of beliefs resulting from observing information.

The model is shown to be essentially equivalent to three properties of choice: (1) choices are probabilistic, in the sense that the only feature of a state of the world that matters for the decision is the likelihood that the decision-maker ascribes to that state occurring; (2) decision problems depending on independent events may be solved separately of each other; (3) an option of conditioning the decision on events that are independent of the payoff-relevant events is worthless.
