The federal American Recovery and Reinvestment Act dedicated $1.5 billion to homeless prevention and rapid re-housing to prevent a recession-related increase in family homelessness. While this infusion of funds met its short-term goals, little is known about longer-term outcomes. This research explored the impact of rental arrearage and rapid re-housing on family well-being three to four years after receipt, following families with a subsidized housing voucher in a small urban setting.

To carry out this research, family well-being was framed as the overlapping elements of subjective well-being, material well-being , and future orientation. Subjective well-being was measured by the International Well-being Group's Personal Wellbeing Index (2006). Material well-being was measured via Heflin, Sandberg, and Rafail's model of hardship (2009). Future orientation was measured with indicators informed by Sherraden's "Welfare Effects of Assets" frame (1991), and sociological theory on neighborhood effects.

This mixed method study used survey data from the 2008 Survey of Income and Program Participation to construct a national sample; local data from a cross-sectional survey of 54 households who received interventions in 2009 and 2010; housing authority data; and interviews with 20 households. Quantitative data were used to compare local and national measures of well-being, and to assess differential outcomes between the two interventions. Qualitative data were analyzed to assess perceived changes in well-being, and elements contributing to these changes.

Findings suggest that stable, affordable housing helped improve family well-being. Standard of living remained low however, as families had limited resources, and as benefit cliffs and increased expenses for working families moderated improvements. To improve outcomes, benefit cliffs must be addressed and complementary, supportive programs maintained and improved. In addition, not all families maintained housing. This necessitates further research to explore why families lost housing, and what interventions could improve housing retention and well-being for these households.
