This action research study examined the effectiveness of the process implemented by Partnerships to Uplift Communities (PUC) Schools Charter Management Organization to develop their school leader evaluation system in collaboration with current PUC school leaders. The development of the leadership evaluation system included the collective voices of PUC school leaders. Research emphasized involving principals in the construction or revision of leadership evaluation claiming it is a main lever to the success of the implementation and meaningfulness of the evaluation (Clifford, Hansen, & Wraight, 2012; Fenton et al., 2010; Clifford & Ross, 2011; National Association of Elementary School Principals and National Association of Secondary School Principals, 2012). Data for this research were collected from 10 PUC school leaders that were engaged in the development of the evaluation system over 2 years. They participated in interviews and completed a survey for this research. Findings from the study developed into the three following themes about the creation of the leadership evaluation system: The leadership evaluation system is (a) trusted as a guide and support for leaders, (b) a guide for student growth and success, and (c) a continuous process to be reviewed and revised to ensure its success for leaders and students. These themes resulted in eight recommendations focused on studying the roles of those who manage school leaders so that their job effectively supports leader growth, providing opportunities for school leaders to grow with support from their direct supervisor and from each other, and to continue to study and revise the leadership evaluation system so that it is differentiated and has a proper set of matrices.
