As attention increasingly focuses on the role of information communication technology (ICT) in augmenting the efficiency of institutions, researchers have postulated that implementation of effective ICT enables decision makers to explore opportunities and maximize benefits. Review of current literature revealed a lack of information on how Haitian leaders experience the implementation of ICT into their infrastructure. To address this gap in the literature, this phenomenological study, guided by Colaizzi's Seven Steps of Phenomenological Analysis, explored the lived experience and perceptions of Haitian leaders during ICT integration into the Haitian infrastructure and the impact of such integration on the economy. Theories of institutional change, game, and behavior comprised the conceptual framework. Data were collected from 20 leaders in differing public organizations in Haiti and abroad though semi-structured interviews. The analysis of collected data identified 4 common themes: (a) Lack of Infrastructures, (b) Corruption, (c) Decentralization, and (d) Key Sectors. Common experiences shared during the interviews were used to establish recommendations to aid researchers, academicians, and leaders interested in investigating how the use of ICT can produce positive or negative social and political outcomes in LDCs. The results of this study might impact social change by promoting personal worth, dignity, and personal growth in politically fragmented nations that are challenged by the desire to engage in economic advancement and the pursuit of social justice. To enhance these findings, further research is recommended within the private sector and with the use of quantitative methods.
