A quantitative study of city managers was conducted to determine the relationship between ex ante severance pay, leadership effectiveness, political roles, and tenure. Participants were city managers serving in cities under the council-manager form of government with populations of 2,500 and higher. The design of the study was correlational. Multiple regression analysis indicated significant, moderate relationships between severance and leadership effectiveness, between severance and political roles, and between tenure and political roles. The sample size was 240 city managers. A significant, high, and moderate relationship existed with an R = .602 between severance pay and leadership effectiveness. A significant, moderate relationship of R = .595 existed between severance pay and political roles, and a significant, moderate relationship of R = .584 existed between tenure and political roles. The hypothesis of not having a significant relationship between ex ante severance pay equal or greater than 6 months of salary and leadership effectiveness was rejected. The hypothesis of not having a significant relationship between ex ante severance pay equal or less than 6 months of salary was rejected. The hypothesis of not having a significant relationship between tenure and political roles was rejected. Rejection of all three hypotheses in favor of each corresponding hypothesis was indicated by the significance level of (p < .000). A new model called Professional Guidance was proposed for city managers as a theoretical alternative to the politics-administration dichotomy. The model of Professional Guidance included political roles as an essential component of city management.
