This dissertation consists of two studies on the geographical diffusion of multi-channel video delivery technologies and economic and policy issues in the United States. The first empirical study examines the effects of clusters (or regional concentration) on the multi-channel video delivery (MVPD) market and, in particular, on the carriage of national cable networks. To empirically test the effect of cable clustering on the flow of cable programming networks, this study analyzes the network carriage and network tier positioning decisions of a vertically integrated and regionally clustered cable system operator for affiliated or rival cable networks. It was found that the vertical favoritism of vertically integrated MSOs still remains; however, the increase in regional concentration may serve to mitigate this vertical favoritism.

The second empirical study investigates the current status of the entry behavior of IPTVs into the MVPD market, with a particular focus on income redlining (income discrimination in the providing of services) and local competition between incumbent cable systems and new IPTV entrants. By analyzing the 2006-2009 market entry data from the state of Indiana at the census block group level, as compiled by the Indiana Utility Regulatory Commission (IURC), this study found that, with the change in the cable franchising process, the IPTVs' entry into Indiana markets has accelerated the local competition between cable and IPTV providers; more than 99% (in terms of census block groups) of new IPTV providers are in direct competition with preexisting cable TV services. However, this competition is primarily confined to relatively high-income areas, implying that the practice of income redlining may be associated with the entry of IPTV services in the state of Indiana.
