How do challengers mobilize support when elections are celebrated in circumstances that heavily favor the incumbent? I argue that voters who favor regime democratization support opposition parties who demand democracy and cry foul, even as electoral institutions evolve and create a more equitable arena, and accusations of fraud are no longer so credible. Using content analysis of discourse about elections in Mexico from 1982 to 2006 (spanning the whole arc of its democratization), I find that parties say less negative things about them as they become more democratic, but say more as elections become more competitive. This strategy of negativity corresponds to that of a challenger in a competitive election who "goes negative" to get the attention of voters, and possibly convince them to come over to her side. Accusations of fraud and other negative talk about elections serve as campaign statements aimed to mobilize the electorate, giving an electorally driven interpretation to calls for democratization, sometimes an input for assessments of the democratic credentials of a regime.

This interpretation rests on the assumption that it is electorally profitable for the challenger to make the accusations of fraud. To test it, I present results of a nationally representative survey experiment in which I test the effect of different configurations of accusations of fraud and competitiveness of the election. The vignettes were construed to reflect frames used that describe occurring electoral scandals in Mexico. Results show that negativity has an effect on the evaluation of the incumbent, but also on that of the challenger. The sole exception are the partisans of the PRD, who, while having a strong negative reaction against the incumbent when he is accused, also have a very positive one towards the challenger for making the accusation. This result provides a valid mechanism to drive the incentive structure of faced by PRD during, and after, the process of democratization in Mexico. They managed to capture the preferences of voters with a strong taste for democracy and participation. PRD challengers "own" the issue of democratization even if the rest of the country does not find it lacking anymore.
