The internet is has grown exponentially in Central Asian during the last decade. Political turmoil, media censorship, and the unique social and economic characteristics rooted in traditional culture and informed by the Soviet experience have informed the development of the internet as a tool in the region. The relative isolation of the region has made the internet a powerful ally in overcoming the challenges and helping to give access to new sources of information. Internet-based communication has been a powerful ally for gaining access to the five states which I focus on in this work - Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. The reliance on internet sources has meant that the way that the region is perceived is filtered by producers of content. This paper examines the way that the region is perceived from two different perspectives: original data collection of web content and the websites which mention each state most frequently, and an analysis of how scholars writing on the region discuss the impact of the internet in the region. The uses of the internet as determined by the online representation of each state in the region and the trends in scholarship focusing on the internet in the region are examined separately and in combination in order to see what similarities and differences exist in how the Central Asian region is perceived between the two groups. The goal in this approach is to find an answer to the question to what extent do web perceptions of Central Asia on the web reflect scholarly perceptions and trends in Central Asian Information Communication Technology and network communication literature? I argue that there are differences in how the aggregated web data views the region versus the perceptions of internet use by scholars. Only in combining perspectives can we develop a clear understanding of how the internet is used as a tool in Central Asia.
