This dissertation describes and analyzes individual and institutional US Army attitudes toward Small Wars in the post-Vietnam period. It argues that a culture of learning exists within the US Army with respect to Small Wars, but that its ability to learn at the tactical and strategic levels are drastically different. The research is relevant because senior policy-makers should understand attitudes and factors affecting military doctrine development before assigning tasks to the Army - particularly attitudinal predispositions regarding Small Wars. It is also important because it employs a novel combination of research methods to quantify culture. The dissertation develops "conventional wisdom" and "culture" hypotheses regarding the Army's reaction to the loss in Vietnam. It then tests the hypotheses against data regarding individual and group attitudes toward Small Wars.

The research concludes: (a) the US Army responds to events in the international environment more than domestic factors -- Congressional legislation is the notable domestic exception; (b) the US Army's institutional culture filters international and domestic influences and serves as either a brake or accelerant to change; (c) a dominant "Big War" culture focused on overwhelming use of force and reduced politicization sustains the Army's perception of the way that wars ought to be fought; an observable but less influential "Small War" culture characterized by limited use of force and intensive political participation plays a secondary role; (d) individuals increasingly discussed Small Wars and the Policy aspects of war, but the Army did not provide commensurate levels of institutional instruction; and (e) The US Army's post-Vietnam efforts regarding Small War-learning remained relatively steady for 40 years while the emphasis on Policy topics steadily decreased across the same period.1.
