The parametric method is used to investigate the cost structure of the whole sector and to analyze the profit efficiency of cooperative banks. Main findings include the following. First, the analysis shows that over the period 2001-2006 the technical efficiency of the Vietnamese financial firms was relatively low (around from 50% to 70%). Second, we find that there are some substitutions among input factors but the substitutions are limited. Third, the cost curve of the financial sector in Vietnam is proved to be of the U-shape type with the very large banks (the big-four) reveal decreasing returns to scale and the other banks exhibit increasing returns to scale characteristic. Four, productivity of the financial firms tended to decrease over the period 2001-2006. The same conclusion is for commercial banks only during the period 2003-2008. The rapid volume-based extension of the sector during the period may play a central role in this productivity decline. Five, foreign financial firms are relatively better than domestic firms in terms of both efficiency and productivity growth. Finally, the mean profit efficiency of cooperative banks over the period 2003-2007 was about 69% and it increases when the banks become older.

The thesis contributions are on both academic and practical aspects. It provides new evidences to the existing banking literature on how the financial sector in emerging economies works. At the same time, its findings inform the Vietnamese policy makers about the structure and performance of the financial sector so that their policies are better designed.
