Effective control is the key to maintaining the stability and ensuring a sufficient level of reliability of an electric power system. This dissertation research aims to study the placement of measurement and control devices and minimally intrusive excitation mechanisms that benefit effective control for reliability enhancement of power systems. To this end, the research makes new contributions in three areas: (1) formulation of a placement problem that solves for a minimum number of new phasor measurement units and communication links in order to meet a specified synchrophasor availability profile at all buses in a power system; (2) application of a randomized search algorithm for placement of measurement devices to achieve, simultaneously, a combined controllability/observability of the power system state, and a prescribed level of tolerance to loss of measurements; and (3) study of the applicability of the pulse compression probing method to change detection and small signal model identification in electric power systems..
