Sustainable energy management brings about positive social change through effective energy conservation and the implementation of renewable energy projects, policies, and programs. As local governments work to balance the provision of key services and to enhance the quality of their services, scholars have become interested in the review of these sustainability efforts. However, researchers have been unable to define and explain a linkage between the impact of sustainable energy management, measurement of critical investments in energy, and outcomes in vital services provided by local governments. More research is needed on the impact of sustainable energy and its balance with the needs to deliver quality of life service. The purpose of this study was to dissect and review the basic premise of energy management through the lens of sustainability within a specific organization. Heal's economic theory, von Bertalanffy's general systems theory, and social choice theory formed the framework of this study. A case study approach included in-person interviews with 20 city staff, elected officials, and community leaders in a large Midwestern city, and a review of the budget and sustainability related documents from the past 5 years, to examine the role of sustainable energy management in local governments. Results of the qualitative data coding indicated that all elements of sustainability in the city, including governance, economic, social, and environmental, were improved by sustainable energy management. The implications for positive social change include informing public administrators in the city, as well as other local governments, of the benefits of more effective leadership, efficient organizations, and resilient communities in focusing and institutionalizing sustainable energy management.
