The objective of this research was to determine whether a relationship exists between the level of scope definition during the Request for Proposal (RFP) phase of a construction project using the specific case of design build delivery method and the successful outcome of the project. Historically the literature suggests that project success varies with individual perspective and can include attributes beyond the classical metrics of cost and schedule. The data gathered for this research represents the perspective of the project manager. A new test instrument was developed to gage the level of design build construction project success and includes success metrics that go beyond classical measures of project success. Data was collected from seasoned project managers for twenty-six design build construction projects throughout the United States in the public and private sectors. The results of this analysis indicate that there is not a significant correlation between the overall upfront RFP scope development efforts and project success for the specific case of a construction project that utilizes the design build project delivery method. However, the data does show a relationship between the success of the execution phase of the design build project and the potential for a successful project outcome.
