The No Child Left Behind (NCLB) Act of 2001 impacted students in second grade classrooms that were left with no paraprofessionals. I will examine how a federally mandated educational law is affecting classroom instruction. Existing assessments have been extremely critical of the NCLB Act. The intent of the Act was to make schools accountable for their students' academic performance and ensure that highly qualified personnel were in classrooms.

The purpose of this study is to research the impact that the NCLB Act has had in second grade classrooms through its requirement that paraprofessionals be removed if they fail to obtain certification. The data gathered includes observations of five second grade classrooms in two elementary schools in the city of New Haven. In addition interviews were conducted with principals, Assistant Superintendent of Curriculum and Instruction, and the Director of the New Haven Public Schools.
