Over the past 20 years, the Internet has come to play an increasingly important role throughout our global society, affecting nearly every aspect of modern life. Accordingly, policies for the Internet, technology and telecommunications have become crucial in influencing their development, direction and use, as well as the sectors of society that depend on them. However, recent policies such as the Stop Online Piracy Act were initiated by entities with narrow interests and have not been well-received by experts and the general public. This type of top-down policymaking runs counter to the inclusive, bottom-up and multistakeholder policy approach to the Internet's development, which is now integral to the Internet governance ecosystem. Crafting Internet policy in such a manner enfranchises users and other entities with a stake in Internet policy, and is supported as good general practice by a variety of academic literature.

With this multistakeholder model in mind, in this thesis I examine the presence of such policymaking practices within the National Information Infrastructure (NII). In particular, I look at a series of groups created by the Clinton Administration to determine the roles that all the stakeholders---including nonprofits, corporations, federal, state and local governments and end-users---played in influencing the direction of the future NII. The goal of this research is to gain a better understanding of how these group discussions did or did not affect policy outcomes. By gaining a historical perspective of what occurred during these deliberations, I derive principles that can better guide Internet policymaking today.

This research is accomplished using the flexible investigatory methodology of Grounded Theory to construct a substantive theory of policymaking processes within the NII as they related to outcomes. By employing a combination of literature review, archival research of NII documents and interviews with particular individuals who influenced the development and/or discussion of the National Information Infrastructure, an assessment of the major factors that affected the NII deliberations is proposed. These factors include the need for a strong leader, diversity in decisionmaking, the actors' general understanding of the Internet as it existed and evaluating the overall effectiveness and attention paid to the NII initiative. Based on this assessment, I suggest recommendations to help drive future Internet policy discussions.
