Instructional designers must design and develop online learning environments that present the content in a way that learners will find important and useful. Faculty and novice designers are being tasked to design and develop online learning environments without having the necessary knowledge or experience in instructional design in order to select and implement adequate digital media for instruction. This study followed a modified Delphi technique to reach consensus among 7 expert instructional designers on their recommendations for the adequate selection and implementation of digital media. The instrument consisted of three rounds where experts were asked to rank a series of statements that were categorized in three sections: (a) multimedia selection, (b) multimedia use, and (c) beliefs about effective instructional design. The interquartile deviation (IQD) was run on the data collected in the third round of the study. Consensus for this study was determined when IQD was equal or less than 0.50. The results of this study demonstrate that the optimal design and development of online courses must consist of an alignment between pedagogic principles, instructional design principles and technology. Further research needs to be done in order to test how faculty are able to apply the guidelines developed in this study in the design and development of online learning environments.
