Though few firms have been willing to expose their screening programs to public scrutiny, Monte Carlo Simulation offers an independent path for studying drug testing's cost-effectiveness. Using estimates of the prevalence of drug use in different populations, the cost and accuracy of testing, and estimates of the relationship between drug use and workplace productivity, I simulate outcomes from a range of hypothetical screening programs.

Simulation of Zwerling et al.'s (1992) study of postal workers confirms their finding that preemployment drug testing would be highly cost-beneficial in such a workplace. However, this result depends critically on the size of program being considered, and the prevalence of drug use in the population of applicants. At smaller businesses, and in workplaces with better educated employees (who are less likely to use drugs), I find the costs of preemployment drug screening programs will most likely exceed the benefits.
