The purpose of this study is to examine Beijing's policy toward Taiwan from 1979 to 1988. The central argument of the study is that, during this period, the People's Republic of China had a consistent, carefully designed policy toward Taiwan, with peaceful unification as its ultimate goal.

In pursuit of this goal, Beijing maintained specialized party, governmental, and unofficial organizations, whose structure and functioning are analyzed in the study to shed light on Beijing's Taiwan policy.

The study shows that Beijing employed four identifiable and consistent tactics in order to promote unification: attempted diplomatic isolation, encouragement of economic connections, peaceful persuasion, and military coercion. The study examines the substance, principles, underlying techniques, and impact of these four tactics. The tactics were designed not only to facilitate ultimate unification, but in the meantime to cope with virtually all aspects of Taiwan's external activities and relationships.

The study concludes that, in view of the persistent hostile elements in Beijing's Taiwan policy, the mainland's instability and unpredictability, and the socioeconomic and political gap between the two actors, peaceful unification is highly unlikely in the forseeable future.
