Mincberg (2002) suggests that capitalists have adopted conservative education ideologies and control education reform. Florida has experienced an expansion of an ethnically diverse middle-class that typically views conservative economic and education policy as reflective of their interests. Conservatives often oppose the expense of programs such as education, because they result in increased taxes. Carroll and others (1987) suggest that a conservative shift in education policy would favor entrepreneurship, but in ways that could put critical educational infrastructures at risk and compromise civil rights and other protections of learners. The three organizations in this study have had significant influence in education reform in Florida.

The primary research question was what are the activities of selected politically conservative organizations related to K--12 public education reform in Florida? The secondary research question was what are the political, social, and economic visions for change these organizations have for K--12 public education reform in Florida?

Based on criteria established by an expert panel, the organizations were selected based on their advocacy of education reform practices commonly attributed to conservatives, such as vouchers, charter schools, and market-ideologies. Within each organization, a small, purposeful sample of participants was given an initial survey and two follow-up surveys. The survey questions addressed vision, change, vouchers, coalition building, communication, and organizational success.

The study found that these organizations have influenced legislation and public opinion, and have enhanced parent choice in the location and methods of their child's schooling. Their visions of a conservative ideal of market-based reform, marked with competition, enhanced student achievement, and greater parent choice are gaining acceptance in Florida. The Kotter Eight-Step Change Model was used to display findings and illuminates the activities and visions of the three organizations studied.

This study contributes to the education reform research and enhances the conservative perspective in professional literature. It shows that through coalition building, research, information dissemination, and policy influence, these organizations have helped shape education reform in Florida.
