Despite the struggles of Austin and Orlando, cities like Portland, Boulder, Frederick, and San Diego have successfully implemented smart growth policies. Analysis of these case studies illustrates that strategies should have clear and specific, yet comprehensive goals, and cities should choose appropriate tools. Decisionmakers must also consider outside environmental, social, economic, and political conditions, political and social being the most crucial. The public's attitude toward smart growth weighs most heavily on a policy's success. Therefore, before additional smart growth policies can be implemented successfully, the public must embrace the fundamental theories behind smart growth and acknowledge the need to reform dominant planning strategies.
