From 1984 to 1992, 5 national park, 35 natural reserves/preserves, and 1 wildlife sanctuary were established in Taiwan. Most parks and protected areas continued to be impacted by hunting, fishing, farming, and uncontrolled visitation for recreation. Commercial hunting was the greatest threat, and aboriginal people were the primary nearby inhabitants and hunters. Due to a lack of trust and difficulty in communications, conflicts arose between parks personnel and the surrounding communities. It is useful to examine how such conflicts might be resolved, or at least managed.

Detailed research was conducted in 6 villages in Sanmin and Taoyuan districts from September 1991 to November 1992, as well as 9 other Bunun tribal districts. Participant observations, informal interviews, and key informant interviews were used to obtain information on local people's knowledge and attitudes concerning wildlife and wildlife conservation systems. Key informant interviews were used to collect opinions of official personnel concerning natural resource issues and national wildlife policies. Key informant interviews, field trips and Participant observations were used to collect data concerning utilization of 7 mammalian species from 5 families.

Hunting played an important role in the villages, but the number of hunters in each village decreased as the degree of economic development increased. Hunting had a crop protection function but was mainly carried out as a cash-earning activity.

Overall, local people's attitudes concerning wildlife were favorable, however, the attitudes toward wildlife conservation systems were unfavorable. I found local people were unwilling to comply with hunting restrictions imposed by the Wildlife Conservation Law. Development of controlled harvest of wildlife should play an important role in the integration of local development plans with the objective of making wildlife harvesting as efficient and sustainable as possible. I suggest that hunting be organized at the district level, and the right of issuing hunting licenses should be decided by local communities.
