This study examines the feasibility and effectiveness of an environmental intervention for obesity. For two of four target foods studied (a sandwich and entree salad), price decreases alone yielded stronger sales of target items than did a combination price decrease and health message intervention. For sales of a soup cup and soup bowl, however, the combination approach was superior. The results raise the possibility that the use of health messages, a common public health approach with respect to health interventions, may not have the intended effect on all food choice behavior. For some types of food, health messages may even compromise the impact of price decreases.

The results of this study have implications for health policy related to food choice. Health policies for smoking and alcohol use have successfully employed health messages and structural interventions including price changes, penalties, and sales and advertising restrictions. Policies designed to improve diet must include new considerations as they draw from the successes in other areas. Unlike the choice to use nicotine and alcohol, individuals cannot choose not to eat. Therefore, policy makers can focus both on encouraging healthier eating and on discouraging unhealthy eating.

Food choice decisions also involve a complex set of factors including taste, such that messages directed at health have a complicated interaction with other factors. Attempts to intervene at a public health level should account for the unique variables related to food choice.
