Problem. The problem this study identified is the lack of an adequate project implementation framework to promote educational development in Liberia. The study drew on research suggesting the need for project planners and designers to understand the ways in which the environment of a development project can influence its survival and expansion. Specifically, the study examined the textbook component of the Liberian World Bank Fourth Education Project. The Textbook Project was launched in 1982 and was terminated in 1985 due to problems of implementation.

Method and procedures. Utilizing qualitative research methods, this study investigated the perceptions of World Bank staff members, Liberian educators, and consultants from the Institute for International Research regarding factors in the project environment that promoted or inhibited the implementation of the World Bank Textbook Project in Liberia. The researcher collected detailed, descriptive information from the interview participants on their experiences and perceptions of the program.

The data collection employed two sources: document review and interviews. The study's subjects consisted of World Bank staff members, Ministry of Education officials, and former and present staff members of the Institute for International Research who were involved in the design and implementation of the project.

Findings. The data analysis resulted in four major findings that accounted for the implementation problems of the World Bank Textbook Project: (1) Liberia's political problems combined with a depressed economic environment; (2) the high cost of the textbooks; (3) competition between the Bank's Textbook Project and USAID's Improved Efficiency of Learning Project; and (4) the lack of detailed contingency analysis by the Bank during the appraisal of its funded projects.

It was concluded that the textbook program largely failed to be institutionalized within the Ministry of Education because of the difficult economic environment in which the project operated. It was recommended that future educational projects employ the use of contingency analysis prior to implementation, as a means of determining a fit between the project requirements and the overall economic prospects of Liberia.
