Levels of state appropriations to public institutions of higher education, tuition at these institutions and state financial aid awarded to students vary markedly across the American states. This study proposes a political context for understanding the observed variance in appropriations, tuition and financial aid levels. I test whether these variables are related to one another. I also test whether these variables are related to the political characteristics of states, including the ideology of state policymakers and the relative influence of public and private institutions of higher education. Panel data for forty-eight states over sixteen years are analyzed. The paper employs a simultaneous equations model, returning estimates via two stage least squares. The findings support the hypothesis that state political characteristics are associated with the observed differences in tuition and financial aid across states.Subjects--Topical Terms:
