The purpose of this intra-district equity study was (1) to examine the distribution of fiscal resources across the elementary schools, middle schools, and high schools and (2) to determine if horizontal equity was present in the elementary schools in a single school district in the Southeastern United States. Financial data from a district referred to as the "Exploratory School District" were analyzed. The district was chosen because of its demographic similarity to other school districts in the region. Expenditures from the general ledger of the 2000--2001 school year were crosswalked into a software package called InSubjects--Topical Terms:

te which was used to follow the dollars from the district level to the individual schools. Sub-functions in the program allowed the user to ascertain a per-pupil expenditure in Instruction, Instructional Support, Operations, and Leadership. The greatest per-pupil expenditure occurred at the high school level with the middle school in the middle and the elementary school spending the least amount. The largest amount of money was spent on Instruction and the least was spent on Leadership. Three statistical measures were used to determine the presence of horizontal equity in the General Education expenditures across the elementary schools. These three measures, the coefficient of variation, the Gini coefficient, and the McLoone index, have set standards of acceptability. In General Education expenditures, only one standard of equity was met. In the sub-function of Instruction, one standard of equity, the Gini coefficient, was met. Instructional Support expenditures, Operations, and Leadership expenditures met none of the standards of acceptability. Of the 15 measures of equity with set standards of acceptability for horizontal equity, only three were met.
