The emergence of network-centric systems (NCS) of knowledgeable, autonomous, yet interdependent nodes has created a new and unique problem for decision makers. Effective collaboration has special challenges in a military environment that is complex, dynamic, and characterized by uncertainty, ambiguity, and friction. The incorporation of robotic actors in military systems such as the Future Combat System Unit of Action (FCS UA) adds greater complexity to a comprehensive and coordinated decision-making process.

This research explores the operation of network-centric systems in an asymmetric competitive environment and develops a real-time, values-oriented decision support system for NCS based on risk management techniques.

A new NCS Risk Taxonomy is developed to identify risk factors common to network-centric systems and to serve as the core of a new Dynamic Risk Management Model (DRMM). Multi-attribute decision analysis methods combine real-time observations with decision maker values to drive operational risk mitigation strategies at both the node and NCS levels.

Fundamental to this research is an understanding of what network-centric systems are and how they differ from network-enabled and other complex systems. Much of the work in network-based systems has focused on information assurance. Research has tended not to focus on the operational management of truly network-centric systems.

The focus of this research is on military-related NCS, and more specifically on the developing architecture of the U.S. Army's Future Combat System. A use-case reflecting an operational FCS scenario is followed for the purpose of validation. The result is an implementation of the DRMM for Distributed Interactive Simulation (DIS) that feeds back to the commander risk- and values-based decisions for NCS action nodes in real time during NCS operation.
