This research explained the formation and the changes of Taiwan's Foreign Worker Policy. In comparison with South Korea's Foreign Worker Policy, this research explored the problems of Taiwan's policy and got policy lessons from South Korea. In addition, this research examined which actors to influence the policy and answered the reason for rapid increasing of foreign nursing workers.Subjects--Topical Terms:

The fifth chapter used a comparison method to study the policies of Taiwan and South Korea. The last chapter was the summary and conclusion of this research.
