Described are several turbo codec designs which address the performance of turbo codes for data channels requiring low BER (Bit Error Rate) and low latency. This area of research is of interest since the original turbo code design has demonstrated a 'floor' in its BER performance, which decreases proportionally with the size of the turbo code interleaver. First, a baseline turbo codec is introduced and its performance is evaluated via monte carlo simulation. Next, the burst statistics at the decoder output are investigated. Then two designs are shown for the concatenation of the turbo code with an outer RS (Reed-Solomon) Code, which reduces (and may eliminate) the floor. Finally, results are shown for a punctured turbo code that is then concatenated with an outer RS code such that the overall code rate of 1
