It is well documented that the construction industry in Hong Kong has a poor record related to safe working, even though knowledge exists to stem the vast majority of injurious events. Most accidents have resulted from failure to apply known principles for their control. The annual statistics show quite clearly the unsatisfactory situation in what is in most respects a developed industrial entity. The unnecessary loss of life end injuries, the human suffering and the waste of social resources are matters of growing concern. Safety education courses and seminars have been conducted by several organizations and a range of committees have been set up in the city to study safety and make recommendations. However, safety practices continue to be ignored by many people. In order to promote safety mindedness and safety behavior in Hong Kong, there is a need to improve safety education. To this end, the present study surveyed employees, employers and relevant government officials to identify reasons for the high accident rates in Hong Kong, ways to reduce these and to define the types of safety education courses needed for the construction industry in Hong Kong. Results are discussed and, using these, data, ways of shaping future safety programmes to enhance safety mindedness and safety behavior in Hong Kong are recommended.Subjects--Topical Terms:
