For the full four years of the American Civil War, the boundary that divides Virginia and Kentucky was part of a hotly contested national border. On the northern side of Cumberland Mountain, Federal troops earned the support and allegiance of Kentucky mountaineers through their kept promises of providing security for the citizenry. On the southern side, the Confederacy occupied and controlled much of the region, sometimes turbulently. Although these political boundaries were definite, the loyalties of the populace were often conflicting.

The unique brand of warfare practiced within the region illustrated the fluid nature of the Civil War in this area of Appalachia. The various and vacillating sentiments often resulted in partisan violence directed at anyone who could be interpreted as a threat. This bushwhacking tradition made all travel, whether military or personal, dangerous, and it effectively placed the mountaineers in a position of power over the happenings in their individual sections. By conducting their partisan operations against anyone whom they considered an enemy, the local citizenry proved to the military men who thought otherwise that the mountains could not be effectively held and controlled by any force.

The mountaineers fought this war and participated in their covert activities not for a grand philosophical reason, but for the safety of their own existence. As a people caught between two warring parties, the war sought them out rather than their seeking participation in the conflict. While some parts of the region enjoyed protection and security, a significant area suffered at the hands of both friendly and hostile armies. Aside from the officially sanctioned military activities, the region also proved to be a haven for extralegal actions sometimes perpetrated by soldiers, militiamen, and civilians
