Prevailing understanding of the Ottoman entry into Word War I has focused on the role of the Ottoman Minister of War Enver Pasha and the so-called pro-German faction in the Ottoman Committee of Union and Progress (CUP). This study examines Ottoman views on international relations and the future of the Ottoman Empire in contemporary Ottoman publications. It is argued that participation in war in 1914 represented continuity in Ottoman political thinking rather than a new idea. This study also maintains that substantial parts of Ottoman society viewed war in 1914 not only as an acceptable course of action but as a morally justified, potentially liberating and unifying experience for many Ottomans. Based on German and Ottoman archival sources, moreover, this dissertation presents strong evidence to suggest that Ottoman leaders perceived the alliance with Germany as a source of long-hoped-for Ottoman recovery. This conclusion has profound implications for the established view, which holds that the Ottoman Empire was embracing a policy of neutrality until Enver Pasha, with the backing of the German military mission in Istanbul, succeeded in pushing the Ottoman Empire into the war.
