Throughout the United States the electric utility industry is restructuring in response to federal legislation mandating deregulation. The electric utility industry has embarked upon an extraordinary experiment by restructuring in response to deregulation that has been advocated on the premise of improving economic efficiency by encouraging competition in as many sectors of the industry as possible. However, unlike the telephone, trucking, and airline industries, the potential effects of electric deregulation reach far beyond simple energy economics. This dissertation presents the potential safety risks involved with the deregulation of the electric power industry in the United States and abroad.

The pressures of a competitive environment on utilities with nuclear power plants in their portfolio to lower operation and maintenance costs could squeeze them to resort to some risky cost-cutting measures. These include deferring maintenance, reducing training, downsizing staff, excessive reductions in refueling down time, and increasing the use of on-line maintenance.

The results of this study indicate statistically significant differences at the .01 level between the safety of pressurized water reactor nuclear power plants and boiling water reactor nuclear power plants. Boiling water reactors exhibited significantly more problems than did pressurized water reactors.
