The primary purpose of this study was to assess the information technology skill training needs and instructional delivery methods as perceived by human resource directors in small, medium, and large firms located in Kansas. Differences in the perceptions of human resource directors of the educational/training needs of workers in small, medium, and large firms were investigated, along with the sources used for training, training delivery methods, and the preference of training sources and delivery methods.

The firms selected for this study had been awarded Kansas Industrial Training or Kansas Industrial Retraining Grants in 1999, 2000, or 2001 from the Kansas Department of Commerce and Housing. Each human resource director of these firms was mailed a survey containing factors associated with educational/training needs and training delivery methods. The data were analyzed using descriptive statistics and analysis of variance.

An analysis of the data indicates a difference in information technology skill training needs between small and large firms in the area of database development and administration and a second significant difference between medium and large firms in the area of network design/administration skills. Analysis of variance indicated no difference between the percentage of the training budget spent on in-house training providers in 2002 and projected expenditures in 2005. There was no significant difference found between the percentage of the training budget spent on outsourced providers in 2002 and the projected expenditures in 2005. Training delivered by electronic learning technologies is expected to increase as a significant difference was found between the training delivered through electronic learning technologies in 2002 and the projected amount delivered in 2005. Training delivered by blending electronic learning technologies and instructor-led training (blended learning) is expected to increase as a significant difference was found between the amount of training delivered through blended learning in 2002 and the projected amount of blended learning in 2005.

Analysis of variance indicated a significant difference regarding the satisfaction of human resource directors with training delivery methods. Human resource directors from small and large firms expressed lower mean satisfaction ratings with electronic learning technologies. Human resource directors from small, medium, and large firms expressed higher mean satisfaction ratings when comparing blended learning to electronic learning technologies.

The conclusions of the study indicate human resource directors perceive a need exists for specific information technology training for workers in Kansas firms. However, the percentage of training budgets expended for outsourced training providers is not likely to increase in Kansas firms. The delivery of education/training programs should include diverse delivery methods including electronic learning technologies and a blending of electronic learning and instructor-led training. Evaluations of training delivery methods should be included in a comprehensive assessment program.
