This study begins with a critical view of the Paldang Reservoir's (PR) water quality. Since 1990, a tremendous amount of money,

.1 billion, has been invested in the PR to improve its water quality. Nonetheless, the water quality has continued to degrade. The purpose of this study is to identify the causative problems within the PR's land use regulation policies, and to compare the PR and the New York City Watershed (NYCW) in terms of natural and human environment and watershed management policies (WMPs). This study analyzed the NYCW's WMPs, and reviewed how their strengths can be applied to the PR.

This study found that the PR has five significant problems: institutional defect of area limit regulation; lack of recognition for non-point source; internal disharmonies among related agencies; a bureaucratic top-down system; and inadequate compensation for land regulation. Also, this study found the NYCW's six strengths: a multi-stakeholder partnership for watershed management; a willing seller and a willing buyer in land acquisition; a septic system treating domestic wastewater; a growing non-profit organization's role; an agricultural non-point source control; and a waterborne disease surveillance program.
