Studies in information technology and organizational sciences have identified a number of human and organizational issues that impact the effectiveness of information systems. These studies have focused primarily on systems developed and operated by trained information technology specialists. There has been little comparable research on the intranet, the first organizational information system to be developed and operated collectively by ordinary organization members. This study was conducted to identify human and organizational issues that occur in the ongoing operation and maintenance of intranets.

520 $a A qualitative, collective case study was conducted of intranet sites in six organizations. "Maintainers" of intranet sites, webmasters, and managers responsible for departmental intranet sites were interviewed to learn about their experiences and issues with intranets in their organizations. Intranet issues were identified in eight areas: (1) Strategy and goals of the intranet; (2) Supporting infrastructure; (3) Quality of participation and contribution; (4) Information quality; (5) Coordination of activities; (6) Managing growth and change; (7) Motivation to contribute; (8) Skills and skills acquisition. These issues were seen to be the natural and expected outcome of intranets as multiagent, distributed organizational information systems.
520 $a The organizations studied had evolved two approaches to managing intranet issues---bureaucratic and ad hoc intranet management approaches. Bureaucratically managed sites appeared to have fewer problems in their ongoing operation and maintenance compared to sites managed on a more ad hoc basis. Although the ad hoc sites had more operational and maintenance problems, contributors to these sites tended to be more "intrapreneurial" (Pinchot, 1985) in seeking out and developing local information applications that created value for the organization, compared to individuals assigned to operate and maintain bureaucratically-managed sites.
520 $a The study concluded that although bureaucratic management of intranets may promote more organized and efficient intranet practices, it may also reduce individual discretion to explore and experiment with intranet applications. Distribution of opportunities to experiment with new technology across a broader population of organization members may not only generate more organizational value from distributed information systems, it may also increase the organization's capability to absorb more complex distributed and multiagent technologies on the horizon.
