In Mainland China, Minban higher education has a history of over 20 years; however due to low quality and lack of proper regulation, Minban higher education, on the whole, still cannot compete with its public counterparts. Then is there still demand for Minban higher education in the market? Which groups of students may be interested in Minban higher education? What are the characteristics of the market demand for Minban higher education? Is there "information imperfection" in the Minban higher education market? And what factors may influence students' acquisition of information relating to Minban higher education?

This study attempts to answer these questions by analyzing students' demand for Minban higher education in Mainland China. The data used in this study come from the Students' Demand for Higher Education Survey conducted by a research team between February and June 2003; the study was funded by the Hong Kong Research Grants Council. The total number of valid respondents was 10 513 from 90 middle schools located in Beijing, Shaanxi, Jiangsu and Hubei. The empirical evidence suggests that: (1) Compared to demand for public higher education, students' demand for Minban higher education is not very strong. However, the number of students having a potential demand for Minban higher education still exceeds current supply ability in the market. Thus there is room for the development of Minban higher education. Among factors influencing students' demand for higher education, expected rate of return to higher education and student's academic ability have the most significant negative effects. On the other hand, students' acquisition of information has minor effect, and family income and expected amount of student loan have no significant effects. Controlling factors such as students' hometown location (whether rural or urban, or which province) have great effects. (2) Students having potential demand for Minban higher education would like to choose lower level higher education, such as sub-degree, vocational higher education and adult higher education. This finding is in accordance with the current situation regarding Minban higher education. (3) There is serious "information imperfections" in the market demand for Minban higher education. Students seem to ignore or frequently acquire wrong information about the degree-granting rights of Minban higher education institutions, as well as about the private cost and benefits of Minban higher education. As for the factors influencing students' acquisition of information of Minban higher education, students' academic ability, family income, and students' attitudes towards sources of obtaining higher education information all have significant positive effects; controlling variables such as the location of students' hometown also have great effects.
