The Immediate Intervention/Underperforming Schools Program (II/USP) is a program funded by the state of California to provide assistance to schools in the lower half of the distribution of the Academic Performance Index (API). Schools participating in the II/USP receive up to

00/year per pupil in state funding. A longitudinal mixed-methods evaluation of this program was performed beginning in 2000. Using API data for four time points, regression analyses were performed using all California schools in the lower half of the API distribution. It was determined that the academic performance of schools participating in the II/USP was not statistically different from the performance of similar schools that did not participate in the program.

To learn how schools implemented the program and spent the funds, interviews were conducted over a three-year period with 84 teachers and 10 administrators in five middle schools in five districts in the San Francisco Bay Area. Three of the schools were participants in the II/USP, while two were not II/USP schools but were selected as comparison schools for this study based on their similarities to the other schools in the study. Evidence from interviews suggests that teachers and administrators at all five schools had developed a heightened awareness of student achievement since they had been designated as underperforming. It was determined that the teachers and administrators interviewed for the study varied widely in their understanding of how to evaluate school reforms and programs for their potential to impact student learning. Also, the II/USP school administrators in the case study schools felt that they did not receive an optimal level of district support in spending funds and implementing plans. In addition, there were indications that the three state-approved external evaluators that assisted the schools varied substantially in the amount of time they spent with the schools and in the quality and type of assistance rendered.

Theories about why the additional funds and participation in the program did not make a significant difference in API scores are discussed. Possible weaknesses in the design and implementation of the II/USP are considered and recommendations for improving the program are offered.
