This dissertation documents a new method of remote sensing of the ocean with an emphasis on the seafloor. This new paradigm uses sonar technology developed by the Navy for submarine detection and localization for remote sensing applications. New concepts for making scattering strength and bottom loss measurements are developed, unique algorithms for associating the received energy with a particular ocean propagation path are disclosed, and a powerful paradigm for analysis of large-scale many-degree-of-freedom datasets is demonstrated.
