This study examines the influence of Generals James M. Gavin and Maxwell D. Taylor on U.S. military policy during the early Cold War era. As the Army's principal critics of the Massive Retaliation doctrine, they favored a doctrine of Flexible Response---an increased U.S. capability to fight limited wars. When these well-known generals retired from the military in the late 1950s, the Democrats used their views to attack Republican defense policy. In 1960, President Kennedy brought Gavin and Taylor back into public life. General Taylor would play a key role in escalating the U.S. commitment in Vietnam. General Gavin became a critic of the war, favoring an "enclave strategy" and negotiations. Although the views of both generals were overwhelmed in the misapplication of Flexible Response in Vietnam, their vision and leadership defined much of the structure and tactics the U.S. military would employ to win future limited wars.
