The purpose of this dissertation is to assess methods for improving the productivity of the South Korean Ministry of Defenses acquisition and procurement processes. The principal research question is, what is the possible utility of transferring the findings of Total Quality Management use in the U.S. Department of Defense for use by the South Korean Ministry of Defense? The dissertation employs several research methods. It provides a case study of the Yul-Kok project which reflects a confused and probably corrupt process of selecting a fighter aircraft.
