This study analyzes the social context and politics of resource use in Aplaya, a small fishing village along Honda Bay on the eastern coast of Palawan, Philippines. It is an attempt to understand the phenomenon of fisheries depletion from the framework of political ecology. Using structured and unstructured research techniques such as freelists, pilesorts, rankings, key informant interviews, focus group discussions, and resource mapping, the study looked at three factors that shape patterns of resource use, namely, access to resources, control of such resources, and relations of production.

The study first looked at the factors shaping access at the individual level such as knowledge, gender, age, and resource practices. Knowledge about what there is to fish, how to get the fish and when, and where to fish, influence access at the individual level. The study describes the fishing and gathering activities of men, women, and children in Aplaya, and how knowledge about fishery resources and space in the coastal zone are gendered. Structural elements controlling access to resources such as laws, policies, the relations of production, and markets were then explored. Laws and policies determine who may fish, and delineate the boundaries between small-scale and commercial fishing. Markets and the relations of production on the other hand, determine how fishing is organized and how the catch reach the consumers.

The study portrayed a small fishing village actively responding to market conditions, both local and global, and how its incorporation into the world market spelled dramatic changes in patterns of resource use. The middlepersons play a crucial in the commoditization of fishery resources and the incorporation into the world market economy.

The findings show that the phenomenon of fisheries depletion is located within the framework of resource control and market incorporation. The export-orientation of the Philippine economy propelled the transformation of resources with a use value into commodities with an exchange value. The expansion of trade pushed fishers toward new spatial margins, leading to the processes of incorporation as well as marginalization, as resources are depleted through excessive effort and destructive fishing practices.
