This case study examines the organization, operation, and funding of the Head Start Program. By looking at the history of Head Start, the case study is able to analyze the types of operations and changes in operation from the beginning to the present. Types of funding sources used will be discussed and the way they have changed. The case study compares and contrasts the continuation of Head Start under federal funding to that of the proposed mix of Head Start funds with state-funded preschool money. It addresses questions raised by turning Head Start over to the states, including the quality of state versus federal systems, the extent that both systems will be able to offer health and family services and support, the capacity of the states to administer a larger preschool operation, and the prospect for continued and adequate funding of the new system.
